Ceuta lies more or less at the same level as Gibraltar and you can reach it by ferry from Algericas or Tarifa (which by the way also is a really interesting town to visit). Melilla lies towards the Algerian border at the same level as Almeria and the fastest way to get there is by ferry from Malaga. Both cities have tax-free shopping and there are Spanish-Moroccan markets to spend your money. Because the cities were important trading points for over 500 years, a fascinating and special atmosphere now exists due to a melting pot of cultures. You can also book an organised tour.
